He is really showing how Vettel has become a has-been.

I don't think Vettel cares about Ferrari anymore. He's just biding his
time and waiting to go to Aston Martin.

I would have thought he'd be too embarrassed by his comparative lack
of pace and would at least try harder, if all he is doing is killing
    time until next year.

No, I think there is something about the Ferrari that just doesn't
suit Vettel. Something that either suits Leclerc to a "T", or that
Leclerc is able to overcome. And with Leclerc doing so well, there
isn't a chance in hell that Ferrari is going to change the car to
better suit Vettel. (Assuming that they even know what needs to be
    changed.)

Which confirms that he is a has-been; a driver in those circumstances
who is still hungry would be pushing hard. Perez comes to mind - he
too has been dumped by his team but he is trying his hardest in the
races left to him to show them wrong the team were in their decision.

Agree. A has been now. Family at fore front of mind and not racing. Will be a waste of rations in Aston Martin next year.

No racing driver worthy of the name should be rCLjust killing timerCY. If that is what he is doing then it is time he retired, especially when a talent
like George Russell is likely to be without a drive next year.

Vettel has always been very quick when the car suits him but I suspect that
he is not very good at driving round problems. From 2010 to 2013 with RBR
he was more or less unbeatable but even at Red Bull in 2014 he struggled to master the RB10 and was comprehensively beaten by Danny Ricciardo. He has
never really looked a comfortable fit at Ferrari - difference between the German and Italian temperaments perhaps?

I've always thought of Vettel as something of a one trick pony. Had he
not lucked into the right team at exactly the right time he may never
have got a WDC let alone 4 of them. Then again, I don't think that he is
the only one, I don't think that Jenson Button, for instance, would have
got his WDC had he not been in the right place at the right time.

I agree. Jens and Seb are both good journeyman drivers in my opinion. Jens got 'lucky' for one
season Seb got 'lucky' for four seasons.
