in North America.

So what you got was that if you wanted to run at the front, you needed
to have a fresh set of tires for qualifying and a fresh set for each
race; four (4) sets of tires for a regular two race weekend...
...at $1,100USD a set. $4,400 a weekend on tires.
Now: just how much do you think a set of F1 tires would cost if you let
each team spend as much as they wanted to get the best tires they could?
To give you an idea of how far they'll go, during the turbo era, when F1
teams could use any fuel they wanted, they produce a fuel that cost more
than $400USD (in today's dollars)...

So I really don't think a no limits approach to F1 racing is tenable
anymore. We've already entered an era where it is unlikely in the
extreme, that any but the richest teams have much of a chance of
winning. Let's not make it worse.
