I thought there was a rule that sort of said that if you had an
accident that caused a red flag, and other drives on the track could
no longer improve, then you would get a penalty of some sort.
Was I dreaming that or is it real?
And, talking about penalties, I see Sainz said he couldn't avoid
Perez but I think he (Sainz) is looking for trouble unless there was
a delay in showing the flags.

I don't see anything about that in the Sporting Regs.

No mention of a summons among the official documents.
Between turns 7 (apparently unnamed) and 8 (Portier) there is one FIA Marshal Light on the left, just at the kink before Portier proper, and
three marshal posts:-a left near turn 7, left between the kink and
Portier, and right inside Portier.
