Yes, very odd (and irresponsible) indeed. A number of invitations to player families, authorities and hanger-ons that grew a bit too quickly, I imagine. And, in these times of social distancing, in a pandemic-ravaged country, how does Conmebol (in its infinite wisdom) distribute 5,000 people in an empty 80,000 capacity stadium? Why of course, they put them all in the same sector.

Here I am, a year later, watching Stuttgart - Frankfurt. With nearly
two years of experience, how do they destribute the 10000 fans allowed
in? 90% of them are behind one goal, and on the lower level of one of
the side stands, leaving the rest of the stadium empty.

What is the point of reduced capacity when you just bunch everyone
    into the same section?

I've seen the above at a few reduced capacity matches and thought the very same - grouping people together in the same block or stand defeats what the reduced capacity seeks to achieve.
Incidentally, everyone I know who's been regularly going to football matches (England) since football re-opened has caught Covid-19 and they all tell me they believe the football ground was where they caught it. As much as it looks and sounds great on tv, people sitting in close proximity shouting and singing in each other's faces isn't great for controlling the spread of the virus. Neither is sharing the same air as everyone else in the overcrowded concourses. It might help if face masks were mandatory in England, but they're not and when you see closeups of fans on tv the mask wearers are very much in the minority.
