Before the kicker even started his run-up, he did indeed end up in front
of his line (looked like he stumbled a bit in his exuberant nonsense),
but quickly got back on the line. I can only assume the refereeing team
was not concerned about this because he derived no advantage from it,
and was in the proper position when the kick was taken.
Given all the antics kickers get up (taking those absurd little tiny
steps, slowing to a dead stop in their run-up) I might be a lot more
indulgent of keeper behaviour than some seem to be.
When those kind of shenanigans are allowed, you have to keep a closer eye on the keeper at that point.
